John Katzenbach was a smart man. As the chief of staff for Lyndon Johnson, he is credited with craftsman-like management skills in constructing the president’s "war on poverty". His most famous speech, delivered in 1964 at Georgetown University, sought to distinguish between poverty and social dysfunction. "What do you think," he famously asked his audience, "is more insidious - hunger or slums?"
The answer was hunger. Understanding that distinction has helped shape anti-poverty policy ever since. The federal government now spends more than $8 billion a year on food stamps. The government has long deployed anti-poverty programs to alleviate hunger among other things. But the war on poverty has continually faltered in one respect: it is unable to explain why people are poor or who they are.
Katzenbach’s legacy has been built upon this very problem. For 50 years, he stood at the center of America’s anti-poverty efforts, but his absence from--and about--the debate was telling.
2015 marks the fiftieth anniversary of Katzenbach’s speech, and it is time for him to have his say again. This book is a tribute to the man and his insights--and a call for the nation to confront the problems of poverty.
To celebrate Katzenbach’s work and make it accessible to as wide an audience as possible, this book is available electronically as an e-book. John Katzenbach: A Life on the Edge of Poverty, by Marilyn W. Thompson (Princeton University Press, 2015).
An Epilogue on Beatings Among African-American Children: A Report and Policy Recommendation, by John Katzenbach and Clifford W. Gaddy (American Psychological Association, 1991).
The Analyst’s Journal, Vol. 1 (Washington, D.C.: Brookings Institution Center for Policy Analysis, 1973-1978)
Other Brookings papers by John Katzenbach include: Supplemental Security Income: An Unresolved Matter of Aid to Families with Dependent Children; Preserving the Federal Family Assistance System (a Policy Issues Paper); and Tests of Welfare Reform in Practice (a Research Report).
John Katzenbach served in the U.S. Senate from 1973 until 1993 when he became President of the Brookings Institution. He was succeeded at Brookings by Martin Feldstein who served until 2008 when he became Chairman of President George W. Bush’s Council of Economic Advisers.
A second book, The Analyst’s Journal, edited by Katzenbach and Clifford Gaddy, was published in five volumes between 1973 and 1978.
John Katzenbach was born in New York City in 1920. He attended Princeton University, where he studied mathematics and economics, graduating in 1942. Enlisting in the Navy early in the Second World War, he received an assignment to naval intelligence. After the war ended, he returned to Princeton to earn a law degree in 1948.
Katzenbach went into private practice before joining the staff of President Dwight Eisenhower’s cabinet. There he rose through the ranks to become Secretary of Labor under President Lyndon Johnson from 1965-1968. 908eeb4e9f3238
